AIE LOLER 'Competent Persons' Directory

The AIE LOLER 'Competent Persons' Directory is a national directory of 'competent persons' who offer a thorough examination service of arboricultural climbing/rigging equipment.  

 

 

The Lifting Operations and Lifting Equipment Regulations (LOLER) came into force on 5th December 1998.  LOLER is aimed at ensuring all lifting operations are properly planned, lifting equipment is used in a safe manner and that lifting equipment (including climbing equipment) is thoroughly examined at least every 6 months by a competent person.

The aim of the inspections is to ensure that health and safety conditions are maintained and that any deterioration can be detected and remedied in good time.

Disclaimer:  The purpose of this Directory is to assist employers in meeting some of their legal responsibilities under LOLER (SI1998:2307) by making it easier to identify and make contact with persons who have successfully achieved a recognised certificate of competence in the 'thorough examination' of lifting equipment.  The people and companies included in the Directory have confirmed to AIE that they have been awarded such a certificate by the stated Awarding Body.  However, AIE does not make further searches or checks into award, competence, legal compliance or past performance at 'thorough examination' (We do provide contact details of the Awarding Bodies should you wish to check the award yourself).  Neither does AIE make any guarantees as to the future legal compliance or competence of the persons listed on these pages.  By using this Directory, you, the user, agree that it is solely your responsibility to satisfy yourself as to your legal responsibilities, and as to the competence of any person whom you may employ in the role of 'competent person' for the purposes of a thorough examination under LOLER.

Basis of Inclusion:

Inclusion in the Directory is purely voluntary. Those included in the Directory have confirmed to AIE that they have been awarded the stated certificate by the stated Awarding Body on the stated date. However, AIE does not make further enquiries to double-check this information.  You should check the credentials of the person or company you speak to, and satisfy yourself as to their suitability as a 'competent person' before you employ them and rely on them to carry out a thorough examination of your kit. Look for professionalism, good customer skills and an up-to-date knowledge.  Ask questions about the service they will be providing. Seek a clear agreement about cost. Entries are updated as and when new information becomes available.  Although we ask everyone to keep us informed of changes, inaccuracies may appear during the year.

 

Certificates & Awarding Bodies:

There are no specifications in law as to what constitutes 'competence', or which organisations may certify competence in people. However, there are a number of rigorous and recognised Awarding Bodies.  Bear in mind that LOLER applies to industries far beyond arboriculture.  The specialist nature of rope access techniques and their use in arboriculture means that the competent person should ideally have 'appropriate practical and theoretical knowledge and experience' of arboricultural equipment so that they can make an assessment in terms of its continued safety in use.  We have only included, in the Register, people who seek to inspect arboricultural PPE and lifting equipment.
